He emphasized the importance of modernizing policing strategies and expanding the scope of SMART policing, which he originally introduced in 2014. This concept, emphasizing Strictness and Sensitivity, Modernity and Mobility, Alertness and Accountability, Reliability and Responsiveness, and Tech-savviness and Training (SMART), aims to comprehensively transform the Indian police force. The three-day conference, held in Bhubaneswar, saw the participation of around 250 officers in the rank of director general and inspector general of police in person, with over 750 more participating virtually.
