The upcoming Diwali festival, known as the Festival of Lights, is a joyous occasion celebrated in India with much fanfare. This year, the Chief Minister of Goa, Pramod Sawant, has urged citizens to exercise restraint during the festivities to minimize noise and air pollution. His appeal comes after the Goa Human Rights Commission (GHRC) directed the state police to strictly monitor noise levels throughout Diwali celebrations.
Diwali marks the triumphant return of Lord Rama to Ayodhya after 14 years of exile and his victory over the demon king Ravana. It is a symbolic celebration of light over darkness, good over evil, and prosperity. People light oil lamps, burst fireworks, and decorate their homes, signifying the worship of Goddess Lakshmi, the goddess of wealth. The festival also marks the start of a new financial year for many businesses, bringing families together to share sweets, gifts, and joyful moments.
While celebrating the festive spirit, the state government is concerned about the increasing number of violations of sound pollution norms, especially on the night of October 30th, known as Narkasur night. This night traditionally features the burning of Narkasur effigies, resulting in heightened noise levels. The Chief Minister expressed his concern, stating that while the youth are excited to celebrate, it's crucial to exercise some control, whether it be burning Narkasur effigies or other celebratory activities.
The Goa Human Rights Commission (GHRC) has issued specific instructions to the police to monitor noise levels during Diwali. The commission's focus is on ensuring that celebratory activities do not disrupt the peace and well-being of residents, especially in areas such as Kamat Arcade, Mala, and St. Inez, which are known for their large gatherings and celebratory events. The GHRC aims to prevent excessive noise levels from causing disturbance to the local communities.
The Chief Minister's appeal for restraint during Diwali is a call for a balance between celebrating the festival's joy and being mindful of the environmental impact. Reducing noise and air pollution is essential for maintaining the quality of life in the state.
