The volatile situation in Manipur continues to escalate, prompting the state government to implement stringent measures aimed at restoring peace and order. Amidst ongoing protests demanding the restoration of peace in the strife-torn Imphal Valley, the Manipur Government has imposed a temporary internet ban across the state, accompanied by curfews in three districts. This decision, announced by the Home Department, aims to curb the spread of misinformation and potentially incendiary content on social media platforms, which authorities believe could further exacerbate the existing tensions.
The order, effective from Tuesday, September 10th, 2024, at 3 p.m. to Sunday, September 15th, 2024, at 3 p.m., encompasses a complete shutdown of internet and mobile data services, including leased lines, VSATs, broadband connections, and VPN services. The government justifies this drastic measure by citing apprehensions of “anti-social elements” exploiting social media to disseminate images, hate speech, and inflammatory video messages, potentially inciting widespread unrest and violence.
The order also highlights concerns about the potential for inflammatory materials and false rumors to be shared through social media platforms, SMS services, and dongles, leading to “imminent danger of loss of life and/or damage to public/private property, and widespread disturbances to public tranquillity and communal harmony.” The government asserts that the internet ban is a necessary measure to prevent the mobilization of agitators and demonstrators, who could potentially engage in destructive activities, leading to loss of life and damage to property.
In addition to the internet ban, curfews have been imposed in three districts of Manipur. Imphal East and Imphal West are under an indefinite curfew, while Thoubal is subject to prohibitory orders under Section 163 (2) of BNSS. These restrictions further limit the movement of people within these areas, aiming to restrict gatherings and potential unrest.
