The former principal of RG Kar Medical College and Hospital, Sandip Ghosh, has been embroiled in a complex legal situation involving accusations of corruption and a tragic incident. The arrest of Ghosh by the Central Bureau of Investigation (CBI) stems from an investigation into alleged financial irregularities that occurred during his tenure at the medical institution. This investigation is distinct from the separate probe being conducted by the CBI's Special Crime Branch into the rape and murder of a 31-year-old woman doctor at the hospital on August 9th.
The CBI's anti-corruption branch, focused on financial misconduct, apprehended Ghosh on Monday based on evidence suggesting financial improprieties within the medical establishment. This arrest follows the filing of an FIR by the agency against Ghosh, citing Section 120B of the Indian Penal Code (IPC) for criminal conspiracy, Section 420 IPC for cheating and dishonesty, and Section 7 of the Prevention of Corruption Act, 1988 (amended in 2018) which pertains to unlawful acceptance of gratification by public servants.
The CBI's involvement in the investigation arose after taking over the case from a state-constituted Special Investigation Team (SIT). This transfer of authority followed directives from the Calcutta High Court, prompted by a petition from Akhtar Ali, a former deputy superintendent of RG Kar Hospital. Ali's petition requested an investigation by the Enforcement Directorate (ED) into alleged financial misconduct at the institution, fueling public speculation about a potential connection between the widespread corruption and the tragic death of the woman doctor. The public questioned whether the victim had knowledge of the corruption and was silenced to prevent exposure.
