The Indian National Congress (INC), a prominent political party in India, has unveiled its manifesto for the upcoming assembly elections in Jammu and Kashmir. Titled 'Haath Badlega Halaat' (Hands will Change the Situation), the manifesto outlines a range of promises aimed at improving the lives of the people in the region. This move marks a significant step in the lead-up to the elections, scheduled to take place in three phases in September and October 2023.
The manifesto, released by AICC chief spokesperson Pawan Khera and PCC president Tariq Hameed Karra, emphasizes the party's commitment to addressing the concerns of various segments of society. It promises a slew of welfare measures for farmers, women, and the youth, reflecting the Congress's focus on social and economic development. Key highlights of the manifesto include the establishment of a minority commission within 100 days of coming to power, a comprehensive insurance scheme for farmers to protect them against natural calamities, and a minimum support price (MSP) of ₹ 72 per kilogram for apples.
Furthermore, the Congress has pledged to provide additional financial support of ₹ 4,000 per year for landless, tenant, and land-owning farming households. The manifesto also addresses the issue of landlessness by promising 99-year leases to farmers cultivating state land. To improve irrigation infrastructure, the party has committed to establishing a ₹ 2,500-crore fund for district-level irrigation projects, aiming to achieve 100% irrigation coverage for farmers in Jammu and Kashmir. Focusing on youth employment, the Congress has proposed an unemployment allowance of up to ₹ 3,500 per month for one year for qualified youths. Additionally, the party has promised to create one lakh vacant government posts by issuing a job calendar within 30 days.
The Congress's manifesto reflects its vision for a prosperous and inclusive Jammu and Kashmir. The party's emphasis on socio-economic development, particularly for vulnerable groups like farmers and the youth, could resonate with voters. However, it remains to be seen how effectively the Congress can implement its promises if elected to power. The upcoming elections in Jammu and Kashmir are crucial for the region's political landscape, with the Congress vying for a decisive victory. The success of its manifesto will depend on its ability to convince voters that it is the best choice to address the challenges facing the state.
